From Iceland — Reykjavik Newscast #8: Iceland’s Borders Open Completely 1st of July No Matter What the EU Says

Iceland will open its borders for countries outside of the Schengen area on July 1st, no matter what decision the European Union will take when it comes to the Schengen area, according to our Minister of Justice. Also, a health certificate from your local authorities will not be valid when travelling to Iceland; tourists can either get tested at the airport or go into quarantine for two weeks. And it’s recommended that all travellers use the coronavirus tracking app, but it’s not mandatory.
