Searching For Her Icelandic Half-Brother

A French woman is trying to find her Icelandic half-brother, and has asked the general public for help.
Vísir reports that Jessica Decap, a 35-year-old woman from France, learned from her father nearly two decades ago that she had a half-brother in Iceland. There are few clues as to his identity, but they are as follows:
In 1968, Jessica’s father, Jean-Claude, was an electrician working in Iceland. There, he met a woman whose name was possibly Gugga, and worked in the post office in Reykjavík. After returning home later in the year, Jean-Claude received a telegram from the woman, informing him of their son. Jean-Claude never sought him out.
Apart from these clues, Jessica added that her half-brother might also be very tall, as the telegraph described the child at the time as such.
